Legal or not this just doesn't look good.

Calls for U.S. Sen. Richard Burr to resign. about half of a recent poll says time to go! He is getting attention following disclosures Thursday that he gave a stark warning about COVID-19 at a Feb. 27 private event that he has not repeated publicly.

Then Burr and his wife, Brooke, sold between $628,000 and $1.72 million of his stock holdings in 33 separate transactions on Feb. 13, a week before the stock market began its sharp decline.

However from what I understand this wasn't a secret meeting where he made these comments.
