The Open Carry with Training Act does require background checks. Governor McMaster signed the legislation which allows residents to open carry once they've gone through the training to get a concealed weapon permit.
It also waives the 50-dollar fee. The new law goes into effect on August 16th. South Carolina was one of only five states without such a law.
